If you don’t want to use the third-party Apps to adjust photos, you can use the built-in App, Mail, to change the photo size.
Step 1: Select the target photo in [Photos]. Tap the share button.
Step 2: Select [Mail] and then the screen will turn to the new mail.
Step 3: Fill in the information and then tap to send the mail.
Step 4: After that, the email will not be sent out immediately and you will be asked to select the image size, [Small], [Medium], [Large] or [Actual Size].

Step 5: Return to the main interface. Open [Mail] again and find the image in [Inbox]. Long press to save the image whose size has been changed.
